Responsible for international technology collaboration on coal, oil and gas and also on related greenhouse gas issues between the 23 IEA Member Countries and the European Commission. Examples of work included:

• supervisor of nine international technology implementing agreements with total budgets of over $100 million covering up to 16 different countries, including IEA Coal Research, Greenhouse Gas R&D Programme, Coal Combustion Sciences, Enhanced Oil Recovery, Fluidised Bed Conversion, Multiphase-Flow Sciences, and High Temperature High Pressure Filters;

• successfully helped establish new International Centre For Gas Technology Information, and closed project on Coal Pyrolysis after completion of useful research;

• organised international conferences, including major Conference on Clean and Efficient Use of Coal and Lignite in Hong Kong, and another on Coal Science conference in Oviedo, Spain - speaking from the opening platform;

• part of IEA teams conducting in-depth reviews of Member Countries' energy policies - Germany in 1993, Finland in 1994, and Spain in 1995;

• Secretary of IEA Working Party on Fossil Fuels, and part of Secretariat for the Committee on Energy Research and Technology (CERT).
