International Unit (after merger: International Energy Unit)
Responsibility for UK
international energy relations, including bilateral relationships
with all countries, representation at the International
Energy Agency
and OECD, and external EC energy
relationships. Examples of work included:
development and negotiations
of the European Energy Charter and the Energy Charter Treaty, working with DG17 and DG1A, and acting as UK delegate during
technical negotiations on the Treaty ;
briefing of Ministers and
senior officials, and communications with UK parliament;
during UK Presidency of
Council of Ministers, providing basis of the consensus
position of Ministers in the Energy Council on possible EC membership of the
IEA;
developing a credible basis
for a world-wide oil producer/consumer dialogue which
avoided inappropriate discussion of prices and volumes;
assisting UK response and
technical assistance to Eastern Europe and former Soviet
Union at the early stage of their transition to
commercial energy markets
